Role The agriculture sector relies on cost-effective and responsive risk management tools to be competitive in the global environment. Under the Sustainable Canadian Agricultural Partnership (Sustainable CAP), producers have access to a robust suite of Business Risk Management (BRM) programs – AgriStability, AgriInvest, AgriInsurance and AgriRecovery – to help manage significant risks that threaten the viability of their farm and are beyond their capacity to manage. Reporting to the BRM Policy Manager within the CAP Secretariat Section, this position is responsible for leading and managing the growing need for real time evaluation of BRM options for managing farm business risk through the provision of information, analysis of results and strategic advice that contributes to future policy and program development decisions.

The Director, Executive Director and Assistant Deputy Minister rely on this position to collaborate with Agriculture Financial Services Corporation (AFSC), industry organizations, and federal-provincial-territorial (FPT) governments to advance the Ministry’s position on BRM policy and programs. This position is unique to the department and requires significant depth of knowledge of a diverse range of agriculture topics, government policies and processes. To be successful, the incumbent must develop and maintain strategic relationships across a broad network within the Ministry, FPT agriculture departments and industry. This position will represent the province on various FPT BRM Working Groups involved in the development and administration of agricultural policy frameworks within Alberta and across Canada.

A few Key Responsibilities or Duties of This Role : Alberta’s BRM policy positions and programs are developed in alignment with the Sustainable CAP agreement and the strategic priorities of the Ministry Strategic relationships and alliances are established and maintained to advance Alberta’s position in intergovernmental agreements Excellence in the evaluation and performance reporting of agricultural policy framework business risk management programs and initiatives to ensure alignment with and achievement of the outcomes of the intergovernmental agreement and the Strategic Priorities of the Ministry Capture, identify and interpret information to create value for all involved in the agricultural policy framework governance structure Actively participate as a member of the CAP Secretariat Section in strategic planning activities and operational excellence Qualifications Qualifications : University graduation in business, economics, science, agriculture or social science; plus, A minimum of six (6) years of experience in a directly related role is required. Related experience or education may be considered as an equivalency. Additional Requirements : This position requires in-depth knowledge of the Canadian agriculture industry including the issues facing the industry, in order to address complex questions of policy and operations to the point of being a source of knowledge. The incumbent must have the ability to function within the complex, diverse and changing environment of BRM policy development and to work collaboratively with individuals from outside of their immediate team.

Assets : This job requires a combination of advanced knowledge in several areas: Extensive and thorough knowledge of business risk management in both theoretical and practical sense Practical experience analyzing the entire suite of BRM programs is required, especially applications for AgriRecovery In-depth knowledge of agriculture production, marketing, and financial management systems in Canada including income support and agricultural lending tools Outstanding leadership, planning, coordination and organizational skills to get the cooperation of diverse groups and get them to work together Excellent flexibility, creativity and communication skills; reading, writing, listening, speaking and computer literacy Robust analytical skills and ability Strong conflict resolutions skills to manage the expectations of a wide variety of stakeholders, ranging from industry representatives, farmers in Alberta, to government organizations Agility and strong people skills in order to work with senior levels of government and across industry with farm business leaders to achieve results Excellent team building and change management skills Demonstrated project management experience and the ability to manage complex and politically sensitive initiatives while working with senior federal and provincial officials Proficient computer skills (e.g. Outlook, Word, Power Point, Excel, Visio, Adobe Acrobat) Competencies are behaviors that are essential to reach our goals in serving Albertans. The successful candidate will demonstrate the following competencies : Systems Thinking : BRM policy is a complex and involves multiple stakeholders at the FPT and provincial levels.

BRM policy changes often take years to negotiate within an environment where mandates and direction can shift. Incumbent needs to be able to understand the long-term vision while providing technical expertise and advice on issues of the day. Drive for Results : Understanding what is important and what needs done to achieve Alberta’s policy objectives, and who needs to be part of the projects. Incumbent will utilize past experiences and department learnings while achieving the expected outcomes.

Build Collaborative Environments : Establishing open lines of communication and safe spaces to creatively think about solutions is important when working towards a common goal. Incumbent will bring differing perspectives together, work with others to identify barriers and promote collaboration on projects/policy options. Develop Networks : Building solid relationships is important and critical for obtain results. Incumbent needs to develop and support the advancement of a BRM policy positions by building support with the prairie provinces and/or other allies.

Incumbent will also seek input on impacts stakeholders. $3,076.28 to $4,053.05 bi-weekly ($80,290 – $105,784/year). Notes Position Information : Office located in Edmonton Hours of Work: 36.25 hours per week Monday to Friday Travel may occasionally be required to attend meetings outside of Edmonton Evening and weekend work is sometimes required.
