The City of Kitchener is WHERE you want to work Learn more about the top reasons to join us: Why work at the City of Kitchener Position Overview: The Environmental Compliance and Utility Performance Manager will be responsible for building and leading a team of 3 in establishing and implementing internal and external processes associated with the Consolidated Linear Infrastructure Environmental Compliance Approvals (Sanitary and Stormwater) issued to the City of Kitchener by the Province of Ontario. In addition, this position is also responsible to oversee the tracking and analysis of sanitary and stormwater utility data to identify gaps/opportunities for continuous improvement to enhance utility performance and levels of service.

As the team responsible for the regulatory enforcement of approval conditions and performance reporting for the Sanitary and Stormwater Utilities, you will work collaboratively with internal and industry partners in establishing expectations and defining processes and business practices that facilitate the advancement of development applications and capital projects that modify the existing utility networks. Performance monitoring of the existing system and reviewing levels of service along with operations and maintenance practices will help to identify strategic opportunities for improvement and the necessary benchmarking data to identify trends over time. Performing in a cyclical and process-driven environment, the successful applicant will ensure minimum requirements are met and identified areas for improvement are clearly articulated and communicated. Responsibilities : Regulatory Compliance, Approvals and Enforcement including final approval authority for all regulatory Environmental Compliance Approval (ECA) applications for alterations/additions to City of Kitchener’s Sanitary and Stormwater Networks.

Develops, administers, maintains, and monitors processes, policies, procedures, and conditions for the CLI-ECA, addition of new assets from capital projects and new development, conducts audits to verify adherence to requirements. Subject matter expert during formal project processes (e.g., development of Terms of Reference, tender process, detailed design, construction, inspection) relating to sanitary and stormwater assets and CLI-ECA compliance. Work Instruction, Procedure and Standards Development including reviewing current practices, existing manufacturer’s literature, ensure appropriate documents (SOPs, O&M manuals, logs) are kept up-to-date . Oversees and establishes utility performance standards, including the development of dashboards and implementation of other measurement strategies to ensure levels of service and maintenance standards are achieved.

Reviews and analyzes maintenance programs and recommends efficiencies and utility performance standards that may be achieved by adjusting processes and standards. Identifies continuous improvement opportunities to enhance utility performance and levels of service. Directly supervises the work of 3 technical resources (professional engineers and licensed technologists) Performs o ther related duties as assigned. Requirements : 4-year Honours Degree in a related field. 4-7 years of related experience including supervising staff.

Registration as a licensed Professional Engineer (P.Eng.) with the Professional Engineers of Ontario (PEO). Experience in the design principles that apply to municipal facilities such as roads, sewers, drainage systems, land development, and transportation. Good working knowledge of the Ontario Water Resources Act, which governs the CLI-ECA, as well as supporting legislation that governs the field of municipal engineering such as the Environmental Protection Act, Municipal Act, Drainage Act, Occupational Health and Safety Act. Experience in surveying and layout of projects, construction inspection, and supervision of contractors.

Project management including the total implementation of engineering projects from a conceptual stage through preliminary and final design, as well as overseeing construction and project completion. Must be reliable with a good attitude and employment record.
