The Data, Privacy and Innovation Division uses a one-government approach to information and privacy governance, decision-making and service delivery across the Government of Alberta (GoA) balanced with individual client needs.
This facilitates enhanced data sharing, collaboration, reduction in data duplication and innovation to ensure effective and efficient services across the government to provide better services to Albertans. If so, this opportunity may be for you Reporting to the Manager of Data Strategic Planning and Governance, the Senior Data Strategic Planning and Governance Analyst is responsible for supporting the implementation of the GoA Data Strategy which aims to better coordinate the use of data for the benefit of all Albertans. This position will identify opportunities to build a coordinated ‘one government’ approach to managing, governing, and using data across the diversity of GoA service programs and external stakeholders.
Working within a team, this position has a core role in, developing, continually enhancing data governance practices and policy instruments. The development of standardized data governance policies and practices, with privacy, security and ethical protections embedded, will increase the ability to make evidence-informed policy and program decisions and promote public confidence about data use in Alberta. This position requires a strong collaborative communicator. A critical responsibility of the Senior Data Strategic Planning and Governance Analyst is to build relationships with stakeholders and respond to/support diverse and complex data governance and data management needs and issues across GoA departments.
They will do this while aligning with similar enterprise services across the Data Unit and Technology and Innovation. This position will also be an expert in supporting strategic planning in the data governance and data management space. The successful candidate will be responsible for implementing data governance best practices across the GoA including how to govern data access, data linkage, data integration, metadata, data quality, de-identification, ethics, and other data management functions. They will also help build and promote data governance awareness, policies, and practices via information/training sessions, and via training materials.
For success within this role, you will demonstrate: A breadth of experience developing and maintaining relationships and the ability to collaborate strategically with a variety of stakeholders and balance the needs and interests of cross-functional teams, senior management, and stakeholders across the GoA and beyond. Ability to manage projects relating to the development and socialization of policy instruments and governance standards. Strong ability to organize information, write for and meaningfully communicate with a range of levels of government and external stakeholders. Ability to support prioritization, implementation, and evaluation of the strategic direction of a dynamic organization.
Qualifications Required: University degree in a related field (such as Business, Political Science, Social Sciences, Public Administration, Law, etc.) Minimum of four (4) years of directly related work experience is required. Equivalency: A directly related experience or education may be considered as an equivalency on a one for one basis: A certificate in a related field and seven (7) years of directly related work experience; or A diploma in a related field and six (6) years of directly related work experience. Assets: A master’s degree in a related field. Experience in privacy and/or information management.
Experience in data science and visualization/info graphics. Extensive experience preparing comprehensive documents, technical and status reports, briefings, etc. In depth knowledge of data governance, data sharing, de-identification, data linkage, data quality, metadata, how to promote ethical governance, management, and use of government data.
